I think you have to judge a person's "Ominous Quotient" not by whatever silly and ignorant statement they might make but by what they or their followers actually do. And also not what a lone crazy might do but what organised devotees do. There is no comparison between Rawat and Rajneesh in this regard. And the guru of Aum Shinrikyo towered head and shoulders over Rajneesh in the Ominous Stakes.
Shoko Asahara wins the Ominous Stakes by 5 lengths from Rajneesh with Prem Rawat so far back there will be no third dividend paid.
