Joe,You're right, but the reason for lack of propagation goes further than that. In the 80s when Rawat was changing the message (while trying to say the message hadn't changed), he gave a Q&A session at a program in Brighton. Someone asked him about propagation, and he replied that that was a responsibility that he had taken on, and he intended keeping that responsibility. I took that as meaning that I didn't have to do propagation and it was such a relief to hear. I had changed careers in 1980 and moved from Leeds to London. In Leeds, being a premie was my life, and I openly talked about Maharaji at work and anywhere else. The embarrassment was there, but I successfully suppressed it and I've no doubt people saw my enthusiasm (as well as mostly thinking I was nuts). In my new job, although at the start I mentioned that I had a guru, and talked about Knowledge occasionally, I was much less open than I had been in Leeds. So hence my relief at not feeling it was my duty to propagate. When I left that job in 1984, I can only recall one occasion from then to 1999 when I told a colleague about Maharaji or Knowledge.
From what I have read here, I think most other premies also kept their allegiance private since the early 80s. In fact, it's only in the last few years that Rawat and EV have started openly talking about propagation again, but as you say, all the initiatives are doomed to failure without the sincere expression of what Knowledge is from premies' hearts (however misguided that expression is), and premies who have established a 'normal' life do not want to jeopardise their social standing by being seen as religious cult members. Witness the genuine anger from the Australian premies after Macgregor's article identified them as such to their colleagues/clients. So without premies being willing (and authorised) to talk openly about their experiences and beliefs, propagation is doomed. Of course if they do start talking openly, most will quickly identify them as being in a religious cult, and propagation will be doomed anyway!
