You are right to be sceptical about Rawat's charitable activities - although there is no reason to suggest anthy thing illegal is taking place. TPRF receives no money from Rawat and other than his donation of certain objets d'art for an auction earlier this year there is no evidence of Rawat ever having given any of his peronal wealth to anyone.
TPRF is funded souly by donations from premeis and other supporters - the PR trick is that whenever TPRF puts cash into something it make's it look as though it's Rawat that's behind it. For decadwes Rawat said that it was not his job to look after people materially - his role was to give K! It is only since the recent Public Relations effort to reverse the falling premie numbers (and get income back up) in the West that Rawat has had anything to do with Charity that didn't directly feed back to him.
The tax benefits that Elan Vital get's in Australia, UK and US are many times larger than the sums that TPRF gives in humanitarian aid and these are applied to Elan Vital's educational and religious puposes(sic) rather than any humanitarian assistance.
Since 1975 Rawat has had leading edge tax advice and it is unlikely that he personally has ever had any significant tax burden to carry. His personal lawyer Robert Jacobs (now apparently retired) was one of the formost US 'offshore' advisors.
