When you cut out the gobbledygook,& look at what these unpaid volunteers are expected to deliver, there seems to be a common factor.

The Communications Manager: It is particularly important that the ECM makes sure the Event Manager or facilities subteam manager receives requests regarding TPRF and materials display and media relations.

The Event Manager:.. interface External entities with multiple contact points...

The Guest Services Manager has to:

Identify managers of external entities/vendors

Facilitate communication between sub-teams and external entities/vendors

Debrief all sub-team managers and external entities/vendors to collect data in order to streamline systems...

Funny that the Finance Manager doesn't seem to have a look in where the 'external entities' are concerned. What he has to do is:

invoice control; collecting remaining cash from disbursements; balancing checkbook, etc.

Remaining cash from disbursements ...dontcha just love it, that's got to be those prominently displayed donation boxes.

Do you know who the Regional Event Team Finance Manager,the Regional(or national)Production Manager,& the Regional Security Manager that these guys report to might be in any given case. I don't mean their names,just their position in the structure will do. What does 'Region' mean in EV speak, when they can put it in parentheses with 'national',& how much longer can these people get away with taking the piss?
