Maybe they're giving the finger to the west as they turn a blind eye to the transit of the Afghan opium crop, the better to fuck up the infidel.
I only mention this outlandish possibility because when we moved to Dublin in the early 60s, the trains were painted green, as one would expect, but those which connected with the ferries from England were painted black & tan.
I half remember listening to conversations about why that was, but what the conclusions were is gone.
Old enmities can take peculiar forms.
