The cult leader should imply that everyone is vaguely guilty of something, yes, but also, that everyone is always wrong about just about everything, at least everything that really matters, and the cult leader should just say this over and over. Occasionally he should tell the cult members that they know something the rest of humanity doesn't, but he must never, ever praise them for knowing anything, or doing anything right, and mostly tell them they are confused.
Then, when the cult leader needspeople to help in running the cult, he should tell them they actually do understand something, and are special, superior, and less confused than the other cult members, until such time as they either figure out he is a lying, deeply flawed, con-man and split, or the cult leaders banishes them back to the rank and file where they will be emotionally destroyed, blaming themselves for thinking they knew something, and praying to get back into the good graces.
Finally, the cult leader must associate with the peon cult members in very controlled circumstances and use such props as thrones, fawning music, and crowns, and he must make the cult members sit at a safe distance, and lower down at all events, preferably in the dirt..
