I think John Beresford Tipton was the guy on that old TV show from the 50s with Raymond Burr (aka Perry Mason), who would give away $1,000,000 to some stranger, to be delivered by Mr. Burr. You only ever saw the back of the guys head and a voice as he handed the check to Burr. So, I assume the anonymous scardy-cat is probably a middle-aged American.
