The point at which Rawat lost his 'Chief Minister' status was in the 1975/76 changes brought about by Michael Dettmers - the name change in the US didn't take place till some years later.
A complication of the 'Chief Minister' designation is that was given in 1971 at the creation of the US DLM Incorporated - while Rawat was still only 14 - so it's not clear what 'legal' standing this would have had. I've no idea what Colorado law would have provided for in terms of contractual liability - presumably it would have applied to anyone over the age of 18 but not younger ? So it is possible that in ealy 1976 Rawat did have for some months, full personal legal responsibility for the US DLM Incorporated.
However 'de facto' as Andries says Rawat has had in every country where DLM/EV has operated, from the local age of contractual majority - 18 in most, possibly 21 in some - personal liability for everything carried out in terms of his teaching, doctrine, instruction etc.
Rawat does have a get out though, at least as far as his early proclaimations are concerned - he could reasonably claim that anything he said as a minor, could not be a legal burden upon his as an adult. However that would require that he acknowledge that he did say what he did - and acknowledge that what he said was false.
