That's much more of a measure of the health of the movement than whether they're still investing in development. It's the nature of a cult to keep pushing a business model, even when that model is failing, so that eventually a sudden collapse is far more likely than chronic decline. The question with Amaroo is just what are the fixed costs ? All that infrastructure has to be maintained and with so little use it's only a matter of time before premies are fund raising just to keep the whole thing from decay.
